Is every deal winnable?

No. Some deals are impossible, such as a player with no rocket and only the lowest cards who can never win a trick. They are most likely in later and bonus missions. The rulebook says a deal can be unexpectedly hard and to accept that the universe does not cooperate, and to play out the round rather than give up.
