Can I pay 3 cocoa to unlock in the middle of my turn, for example after moving or after paying an action cost?

Yes. The designer confirmed you may unlock at any point of a normal turn: after moving a worker, after paying the cocoa for a main action (so the freed worker counts toward the board), between steps of an action, or right before applying power-ups. A freshly unlocked worker can also be powered up on that board.
