How do I unlock locked workers, and does it use up my turn?
The rulebook describes both unlock options and when they can be used.

You have two ways: spend your whole turn to unlock all your locked workers for free, or pay 3 cocoa at any moment during a normal turn to unlock them all. The 3-cocoa version does not use up the turn, so you can pay and still move and act. You can unlock even when only some workers are locked.
