How do the Direction tiles decide which action tiles shift up?
The rulebook mentions Direction tiles and community players agree on how they apply, but the rulebook text alone is not explicit.

Direction tiles stay arrow-up. When the activated tile is removed, each tile below it selected by the Direction tile for that row moves up a level, so a lower tile uses the second Direction tile as it moves. Tiles only move up to fill gaps, never down.
