How does Teotibot advance a worker, and does it count the Palace?

It moves clockwise one board if the worker has power 3 or less, two boards if power 4 or 5, and never counts or stops on the Palace (1). Ties for highest power pick the worker furthest clockwise from the Palace; ties for lowest pick the one closest.
