How does Technology 15's extra worker on Construction work?

It counts as one more worker, resolved as a fourth worker with no benefit beyond the third, so you may build up to three tiles; its one-resource discount applies once per action, on the first tile. It is mandatory, so with two or more real workers on the board you must take two power-ups, both onto real unlocked workers.
