Which workers can I power up?
The rulebook states the board restriction; forum replies agree on locked workers.

Only your unlocked workers, and for Main actions only those on the same Action Board where you acted (including a fourth worker there). Locked workers cannot be powered up or ascended. Power-ups come after the action is fully resolved, and you choose the die.
