Can I take the Discovery tile at the Palace (1) without activating a Royal tile?
The rulebook states the Palace exception explicitly.

No. On the Palace you must place on one of the three Royal tiles and activate its ability; paying 1 extra cocoa also lets you claim the Discovery tile. You cannot take only the tile, and there is no Main action there.
