Must I move a worker 1 to 3 spaces on a normal turn, or can I act where I already stand?

You must move exactly one unlocked worker 1, 2 or 3 Action Boards clockwise and act on the board where it lands. A worker cannot stay put, and it cannot take Worship or any other action on the board it started on, since it has to end on a different board.
