Can the orange temple's free double Worship be used at the Palace or on the Worship that earns it?
Yes at the Palace, but the discount applies to later Worship actions, not the one that just advanced you there. The two orange discounts are separate: one covers Main actions on boards 2 to 4, the other Worship only, and a discount cannot go below zero cocoa.
