There is one first-level power, two second-level and two third-level powers. Advancing onto an ability step lets you choose one of the right level, one at a time; never a lower level or the same one twice. The step-1 power-up is mandatory and may go to any unlocked worker. An ability gained this turn can be used immediately, for example gaining a resource when claiming a Discovery tile in the same Worship.
