Does a Shaman pay salary at an Eclipse?

No. A Shaman does not count as a worker for salary unless Xiuhtecuhtli is in play, in which case it costs 2 cocoa if standing and 4 if lying down; the orange temple's no-salary ability does not remove that by itself. A salary-covering Discovery tile pays the whole thing, Shaman included.
