With the draft variant, can I draft a Starting tile whose Discovery tile I cannot afford?
The rulebook says costs must be paid whenever a Discovery tile is claimed.

You may draft it, but the rulebook says a Discovery tile's cost must be paid however it was obtained, and if you cannot pay you are not allowed to claim it. So an unaffordable tile is wasted unless you can pay for it.
