How do I tell whether a Tribe card ability is one-time or ongoing?
The game's designer answered this directly on BGG (2022). The rulebook is consistent with the answer.

Wording such as "right after playing this card" marks a one-time ability. A card without such a phrase is ongoing and applies whenever its condition is met. The designer also groups cards as one-time, permanent and end-of-game.
