Can I place a Targi across from one of my own Targis, and how many tribe markers do I get?

Yes, the facing rule only concerns opponents. Your two facing Targis share one line and make no intersection with each other, so they usually yield one marker at the intersection with your third Targi, or none if the third lines up too.
