What replaces a central card after it is used, and when is the replacement usable?
The game's designer answered this directly on BGG (2012). The rulebook is consistent with the answer.

A used or discarded card is replaced immediately by a face-down card of the other type, Goods for Tribe and Tribe for Goods. The new cards are turned face-up only at the end of the round, so nobody can use them until the next round.
