How does the Tribe card that lets me move two cards work?
The game's designer answered this directly on BGG (2013). The rulebook is consistent with the answer.

Use it immediately when placing it. You may move one or two cards, swapping or relocating, as long as no gap remains within any row after the moves. Cards otherwise stay put for the rest of the game.
