If a ship stopped on an asteroid, does it roll for that asteroid again on its next move?

Only if its next maneuver template, or its base after the move, overlaps an obstacle. A ship merely starting on an asteroid is not automatically overlapping it. If the template lies over the rock again, it rolls one die and skips its action; if it clears the rock with the template, it takes nothing. Sitting still because the move is blocked still counts if the final position overlaps.
