The Imperial player has initiative unless squad building is used. With squad building, the player with the lowest squad point total has initiative, and if totals are equal the Imperial player has it. Initiative stays with a player and does not change during the game. Rules for games with no Imperial player are not in the rulebook; players commonly use a coin toss or die roll.
