At the start of the Activation phase, after other start-of-phase effects such as Intelligence Agent, and in pilot-skill order starting with the lowest, with initiative breaking ties. The old card timing at dial reveal is superseded by the 2015 FAQ erratum, and ionized Phantoms can now decloak.
