Can a ship without the Target Lock action still acquire a lock from an ability like Fire Control System or Targeting Coordinator?

Yes. Acquiring a lock through a card is different from performing the Target Lock action, so the action icon is not required and the ship can be stressed. Commander Alozen's acquisition doesn't count as an action and so doesn't trigger Push the Limit. Locks passed by Colonel Jendon or Weapons Engineer may go to ships that can't lock themselves.
