Can you spend a target lock in the same round you acquired it?

Yes — nothing stops you locking on and then attacking in the same round. Waiting a round is optional; it lets you add a focus token so you hold both a lock and a focus for the attack. Spending a lock is not an action, so stress doesn't stop you spending one either.
