Does Assault Missiles splash trigger if the target takes no damage?

No. An attack only counts as a hit if at least one hit or crit result survives, so a fully evaded attack triggers nothing. Pilot Blount is the exception because his attacks always count as hits. The splash itself can't be evaded.
