Can Rexler Brath flip damage cards after Heavy Laser Cannon converts crits to hits?

Yes. The cannon's crit-to-hit conversion resolves first, then the defender rolls, and Brath can spend a focus to flip cards if the attack still hits. Flipping isn't tied to crit results.
