In missions and on cards, does "within" range mean wholly inside the band?

For card abilities, yes — the FAQ definition of "within" requires the whole base inside the band. For missions, an FFG developer's reply (relayed in a forum thread) says to read "within" as "at" (any part of the base touching) and to read "not within Range 1-X" as "beyond Range X". He added that no card should say "within", including Fleet Officer.
