How is range measured, and is it to the closest point of the target inside the firing arc?

The rulebook text covers this directly, and forum players read it the same way.

Place the ruler's Range 1 end at the closest part of the attacker's base and point it at the closest part of the target's base that lies inside the attacker's firing arc. A target whose closest in-arc point is beyond Range 3 is out of range even if the shortest overall base-to-base line is shorter. Forum players apply this to secondary weapons too. The lowest ruler band that overlaps the target's base is the range, so any overlap with the Range 1 band means Range 1. Ignore the guide bumps on the bases.
