The defender rolls and modifies defense dice normally. Only if at least one hit or crit is left uncancelled does the Ion Cannon take effect: all dice results are then cancelled and the target takes exactly one regular (non-critical) damage plus an ion token. Extra hits and crits add nothing, and the cannon never deals a faceup Damage card.
