How does Gunner (or Luke Skywalker) work: when does it trigger, can it change targets, and do my other ships still shoot?

Gunner (and Luke Skywalker) triggers once the first attack has finished all modifications and no hit or crit is left uncancelled, including an attack that rolled no dice. The extra attack is a primary weapon attack and may target a different ship, unlike a second Cluster Missiles volley, which must go at the same target. It does not chain: the ship with Gunner cannot attack again that round. "You" on the card means that ship, so your other ships still attack normally.
