What does 'friendly ship at Range 1' mean, for example with Howlrunner?

The ally must be within Range 1 of the ship that owns the ability, measured from that ship in any direction and not from the target. So Howlrunner's reroll helps an ally attacking while that ally is within Range 1 of Howlrunner, however far the ally is from its target. Cards saying 'range 1 or 2' work the same way, regardless of firing arc.
