Can I spend a focus token when I rolled no focus results (for example, to pass it with Garven Dreis)?

Yes. The rule for spending focus does not require any focus result on the dice, so a token can be spent even if it changes nothing, such as when Garven Dreis passes it to another ship. If the dice show no eye results the token changes nothing, and an eye with no token spent counts as a blank.
