How do reinforcements and when-revealed bases work in campaign?

A reinforcement you choose not to add to the galaxy deck is returned to the box and removed from the campaign (rulebook p. 9, as quoted); players guess its mission goes too. A base carried over is not revealed again, so its "when revealed" effect does not trigger again (rulebook FAQ, p. 15, as reported).
