Can I choose to 'lose reputation' on a card when I am already at negative reputation with that faction?
Replies disagree on the older ruling, and the clear split is the cost wording.

Only if the loss is not a cost. A card that says to do X or lose 1 reputation lets you pick the loss at negative reputation, since it simply has no effect; a card that says to lose reputation 'to' get something does not.
