Does a crit count as a hit for effects that say 'hit' (cargo delivery, Stolen Goods, etc.)?
Several players agree and quote the Living Rules Reference on dice; the printed rulebook does not address it.

No. A crit is two damage in combat but is not a hit for game effects, so an ability or delivery roll needing a hit is not satisfied by a crit.
