How does the AI move toward its goal?

It moves a number of spaces equal to its hyperdrive toward the nearest goal token, and does not move if it is already on one. It can cross the Maelstrom and must stop at a patrol unless it has positive reputation. If it would end on a navpoint but one of the two spaces before is a planet, it stops on that planet instead.
