How does the upgrade discount work, and does it apply to taking over a Mobster Speakeasy?

The discount is permanent, not one use: once you have cleared a group of 3 Speakeasies (or 2 plus the Stills) from your board, every upgrade of one of your own Speakeasies to a Nightclub or Casino costs that group's value less. Without a cleared group you pay full price. It does not apply when you place a Nightclub or Casino on a taken-over Mobster Speakeasy, and a Mobster Speakeasy cannot be upgraded.
