Does turn order change at the end of each round or at the end of each Act?
At the end of each round, not each Act. A round is every player taking one turn and placing one Capo. Once everyone has gone, if any marker sits on the lower row of the Turn Order track, Casinos pay out and the order is rearranged before the next round starts. Counting an Act as a round makes Casinos pay far too rarely.
