Do I still pay the building cost when I take over a Mobster Speakeasy?

Yes. You pay the full cost of the building you place, and you must also beat the Mobster's Strength tile with your attack strength. The cost is the cash for resources, bribes and muscle needed to seize the Speakeasy. A 'weak speakeasy' tip refers only to the strength needed, not to the price.
