When I move my turn order marker at the Restaurant, does my Leverage cost change right away?

Yes. Your new lower-row position sets the Leverage cost of Get Protection immediately, even though the markers are only physically rearranged at the end of the round. Moving from first to last and then protecting costs you the last-place price.
