How many Nightclubs and Casinos can I have, and is the limit per district or per zone?

At most one Nightclub and one Casino in each Zone (Downtown, Midtown, Uptown), not per district. That caps you at three of each. Opening a full group of Speakeasies also lowers the price of a Casino, which is why many players try to get a Casino out early.
