In a Mob War, do I see all new Mobsters first, or is each district resolved in turn?

One district at a time, starting with the lowest-numbered district. Reveal that district's Mobster, swap in its Strength tile, and let players decide on defense, then move to the next district. You never see later Mobsters' strength before deciding, which is intended push-your-luck design.
