How does laundering safe money work, and can I use it while I still have cash?

Spending from your safe always costs double: $2 from the safe for each $1 you need, so the amount you move is always even. You may launder at any time, even while you still hold pocket cash. If you owe another player $1 (for example to use their Family Member at the Docks), you pay $2 from your safe and they receive $1.
