Can Jo gain more than one Helper card or Family Member from District cards in a turn?
No. He takes the Helper card and the Family Member bonus at most once each per turn, even when he draws many District cards, and takes them even if he cannot open a building in that district. An Infamy-track Helper card is separate from that. When a Docks zone has to be chosen and the rules do not decide, he uses the lowest-numbered district tiebreaker.
