How many barrels does Jo deliver, and where does he get them?
Up to the value shown under his Fleet Operations marker, limited by his Operating Speakeasies, Nightclubs and Casinos (he never delivers to his Stills). He takes barrels from his Operating Stills first, then the rest from the single Rum-runner ship that is cheapest overall, with no limit of two. Ties go to the lowest-numbered district. Distance does not matter, and extra barrels stay on the Stills or ship.
