How does Jo cook the books?
He checks Zone Goals first, then City Hall, then the Docks, then the Infamy track, placing every book he qualifies for, up to three in total and more than one per area if he meets the requirements. If he places fewer than three, he adds one book on the leftmost open Central Park space, ignoring its goal and benefit, and gains $10. His lowest Operations track advances for each book that gives an increase, and the Infamy marker moves immediately. A goal a player already holds in a 1-2 player game is unavailable to him.
