When my marker reaches an Infamy bonus space showing an Operations card and a Helper card, do I get both?

Yes, both as soon as you reach it. The Helper card cannot be played until your next turn, but the Operations card can be played the same turn. You must reach the space to get it; a Family Member shown there is a one-time reward gained when you arrive, not one set aside at setup.
