Do Family Members protecting a building help defend it in a Mob War?

No. Family Members only keep a building Operating against Cops, so you can produce, deliver and sell. Defending against a Mobster uses your Strength level, Goons you return and an Associate you pay, nothing else. A building with no Family Member can be defended just as well.
