Who controls a district when one player's building is protected and another's is not?

The protected one wins, even if the unprotected building is a higher type. Protection by a Family Member comes first in the District Control Hierarchy, then Casino, Nightclub, Speakeasy and Stills among equals. Only each player's best Operating building matters, not how many they have.
