The rulebook says a move of 0 or 1 spaces is kept secret; the designer's reply agrees.

No — moving 0 or 1 spaces is silent, so you say nothing about it (and shouldn't). Only moves of 2 or 3 spaces can alert defenders, and you tell them which units heard it.
