Can the Radio Operator redeploy a soldier dismissed earlier in the same turn?

No, not as intended. The soldier must have started the turn off the board, so you can't dismiss a soldier and bring him straight back with the Radio Operator. Strictly as written, a soldier who started the turn off the board could be deployed, dismissed and redeployed with the ability, but that wastes two actions for nothing.
