Can I play a loadout card face down and not use it, to bluff?
The rulebook says to declare a card and reveal it when it specifies, and one player reads that as no bluffing; no official ruling.

No. A card must be declared and then used according to its text, and each card is revealed immediately, when triggered, or at the end of the game.
